NEADA has developed a state-by-state table based on the 2014 LIHEAP Household Report showing households receiving assistance under state LIHEAP grant program. As shown in the attached table, 6.8 million households received assistance of which 4.9 million (72.3%) had at least one family member who was elderly (60+), disabled or had at least one child 5 or under. The table also lists vulnerable households separately by category but those are not un-duplicated. The table clearly supports the case that the LIHEAP program is very targeted and serving the most vulnerable households.
